The United Kingdom and the United States have reached a key commercial pact that will ensure zero duties on UK drug products entering the American market.

The Terms of the Pact

As part of the deal, the UK has committed to increase funding on drugs through the public health system. This pledge secures that tariffs on these key exports will stay at zero for a period of three years.

This agreement follows previous warnings to significantly raise duties on branded pharmaceutical products, with potential rates mentioned up to double the cost.

"This deal with the Britain strengthens the international landscape for cutting-edge drugs and introduces much-needed fairness to American-British pharmaceutical trade," a statement noted.

Economic Significance

Drugs are one of the the United Kingdom's biggest exports to the US, which is by far the largest market for leading companies like GSK and AstraZeneca.

Statistics show that in the year to the end of September, the UK shipped pharmaceutical products valued at £11.1bn to the US. This amount made up nearly one-fifth of total UK exports in that span.

"This agreement safeguards work, stimulates investment and facilitates the UK to emerge as a worldwide center for life sciences," a minister commented.

Key NHS Changes

The deal entails several key pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the price threshold at which it deems new medicines to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a goal to double overall public funding on drugs from 0.3 percent of GDP to 0.6% over the next decade.
  • Rebate Cap: The sum pharmaceutical firms must refund to the NHS to stay within budget will be restricted at 15%. In the past, refunds exceeded twenty percent.

Broader Context

The deal comes amid a long-running tension between the sector and the British authorities over drug pricing and approval rates.

These tensions were intensified by assertions that US consumers were charged a premium for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been delayed or scrapped, while major expansions have been announced toward projects in the United States.

The Science Minister acknowledged that the NHS had to invest a greater share on medicines, noting that its expenditure on drugs had shrunk as a proportion of its total funding over the past decade.
